In-universe, Paldeans seem too buckbroken to be causing much trouble either. The biggest conflict seems to be the disconnect between the haves versus have-nots; those who are welcomed into the Academy and those who are stuck with the leftovers outside.
Anyone else notice Paldea is literally the only region so far where it's impossible to see a Togepi? I don't care what they put on those sandwiches, they can't eat away their feelings. Unless all Paldeans just instantly jump to a life of crime trying to get rich as soon as they leave their home country. Hmm.
