In the exact same interview about Incineroar you're referring to, Sakrai also mentions he "looks for Pokemon that are in movies"
What Pokemon was presented in the rival role above the other two Alola starters in a recent Pokemon movie? Hmm...And why would TCPI elect Incineroar of all Pokemon, the same one that just so happens to get in Smash and just so happens to be amazing in VCG and just so happens to go along with Alola's breakout wrestling arena that has literally nothing to do with Hawaii....really makes you think.

The point I'm making is that a shillmon is decided BEFORE we see anything. Lucario debuts with a movie, amazing stats and a unique typing. Greninja shows up with amazing stats, a broken ability, "randomly" gets chosen for Smash, and gets to be Ash's XY ace. Cinderace hops on the scene as a soccer player in a region where the gyms are giant soccer fields, has a broken signature move AND gets Greninja's bullshit ability.
...Oh, but Incineroar was just chosen by coincidence xD
