Grass' weaknesses to Bug, Flying, Fire, and Ice are just natural, with the Poison weakness coming from plants' vulnerabilities to toxins and chemicals.
Bug, Flying, and Poison's resistances to Grass are just reversals of the natural match-up. Grass resists itself and is not very effective on Fire because that's how it is with all of the starting types - which is also why it isn't very effective on Dragon (which resists all of the starting types plus Electric, the main "elemental" types). Steel resists Grass because Steel resists just about everything.
It all makes solid sense. The only reason Ice doesn't resist Grass as well (despite Ice really needing a buff of any kind) is because Grass is screwed over offensively enough as it is.
On the plus side, Grass has a ton of utility moves like Leech Seed and the Powders (and immunity to those moves themselves) so it has that going for it.
