They aren't being handled separately, by the time pangolash is narrowed down to where diloweed is right now, diloweed will already be near finalized color wise, so that will influence what the final color scheme will be for pangolash.

Where "Narrow down" means narrowing from a vast range of colors to a few, "Choose a final" is narrowing all of those down to a single set of colors, and "Finalize" is to run very slight shade and locational colorations vs. each other that all have the same colors.
