It can happen (rarely), but usually most of the time the Ralts you'd meet isn't around the same age and would simply view you as its trainer. To have a romantic relationship develop between these two requires a Ralts that doesn't view its trainer as a Family Member while also having the Trainer not view the Ralts as any other Pokemon or a Family Member. Then BOTH of them have to be around the same age (which can happen, ash and pikachu are from my estimation around the same age) and BOTH of them have to be attracted to Humans in the case of the Ralts and the Human's case attracted to Pokemon/Ralts and not afraid of possible societal norms/laws. A lot of things have to fall into place and the relationship has to be an equal one from the start with a Ralts that's free in general. Still it could absolutely happen.

>Why is their horn suddenly on their chest when they fully evolve?Gardevoir have that whole "Wearing Heart on Chest" motif. Its the closest place to their power source their heart. I have no idea why Gallade has it on his chest, it should be on its arms like Mega Gallade. These are just my interpretations.
