>>53971723If a Pokémon is not part of a three stage evolution line then you can use the Total EV Yield to determine what Stage they are. Pichu is Stage 1, Pikachu is Stage 2 and Raichu is Stage 3. Emolga has no pre-evolution and no evolution. However Emolga is Stage 2 so Game Freak could give it both a pre-evolution and an evolution if they wanted. I think they do sometimes change a Pokémon's Stage but I can't be bothered to check for an example.
