Since it's not laziness that causes the scaling problem (at least, not directly causing, I suppose) I have a couple theories:
1. They're scaled so that you can see them on your 300x200 screen(s), small Pokemon would be a pixel or two, and large Pokemon would bury everything. If they zoomed out for the huge Pokemon, then smaller Pokemon would be shrunk down to two or three pixels. (No clue why they don't use the proper scale in S/S???)
2. They're doubling down on the original idea for the franchise: that Pokemon should be /pocket/ monsters; the same reason why the Nido-mons are, like, five feet tall.
