This is Professor Cedar, a jolly guy with a quirky haircut who always wants to see his students succeed. He studies the bond between the trainer and their pokémon and gives valuable information to his students.
He used to be a very serious battler and even tried to compete in the league once, but his battling skills has dwindled overtime since he spends most of time nowadays researching instead. He doesn't want his students to follow his path though, he wants them to become the best pokémon battlers.
He mainly uses a chansey / blissey in battle to give his students as much experience as possible.
