I did look it up though, forgot to mention, after that fight. A +3 Adamant Crustle hits (472) base speed, which outspeeds +Speed Ninjask (460) before a speed boost; the only thing that does outspeed it is uhhhhhhh Deoxys Speed forme with a +speed nature (504). Deoxys Speed with a neutral speed nature is outsped, hitting (396), while the +speed Attack form only hits (438).
The next closest thing not named Deoxys or Ninjask to hit close to this is +Speed Accelgor which hits (427).
Maybe Mega Alakazam or Mega Aerodactyl can outspeed, but those weren't in the calculator I used. Oh wait found them. They both hit (438).
If I put Jolly Nature Crustle, it hits (517) speed and can even outpace +speed Deoxys Speed forme.
Unfortunately this requires it take a physical hit, and not something special or being taunted or status'd. And there is a lot of priority. Fun how fast something slow can get if the cards roll in your favor though.
