A small but dedicated team of bullies. Dojo busters more or less. Think like Garou or Stain. Only five members total, each wearing a different Pokemon mask. They'd probably be secondary to the real antagonist group, sort of like Team Skull.
The ideal is to topple the prestigious and the powerful. This goes for individuals as well as institutions. So they terrorize corporations, Pokemon Gyms and other League organizations, and ambush famous trainers. At least one of their goals would be to crush and humiliate the current champion and elite four. In essence they're sort of like Pokemon anarchists, just looking to destabilize the status quo for vague beliefs or personal reasons.
They'd each have a team that focuses on a theme rather than a specific type, eg moves that damage a wide area, status effects, stalling, etc. Most importantly, a really good midboss battle theme.
