>>53669746I think sprites that use the "body" Pokémon as base and draw on parts of the other Pokémon are perfectly fine, like pic related as a random example. It uses the gen 5 Persian sprite as a base, but none of the Volcarona parts are copy pasted on, because that simply wouldn't work in this case.
