Just put in two NPCs in your home town every game after you beat the champion. One reduces a level 100 Pokémon to level 70 to increase an IV by 1 point and 1 that reduces a level 100 Pokémon to level 90 to lower an IV by one point. Compfags are too lazy to do that and will still hack but why not just give legit players a better experience. You'll still have to work for them it just makes the end goal obtainable without soft resetting.
