First most people run a spiner (I use blastoise, can take STAB SE without give a fuck).
Second, even if lose Charizard hp is halved still can outspeed a lot OU pkmn.
Third, Charizard have a good movepool that can fix some problems, even roost.
Well my point is that if u are a 14 years old that only know how to push the Outrage button to win its obvious that Charizard looks like something imposible to use, but if you know how to play its a cool option (also love the ragequits when Charizard wreck OU shit).
