In X and Y the cafes are probably the best way to grind xp, but in ORAS you can find a bunch of bases with suicide blisseys through QR codes, then use the trick where inviting the base owner to be your pal lets you battle them twice a day. Pic related, it's a set of blissey bases in the secret shore. (or at least it should be, haven't tested it out yet.)
