It's true that you could complete the National Dex using only Gen III games (though it's rather difficult if you don't have Colosseum or XD) but you couldn't transfer from Gen I or II and wouldn't be able to do so until the Virtual Console release in 2016-2018, hence the remakes FRLG and HGSS. In the case of Gen IV you could almost complete the dex between DPPt and HGSS but you'd still have to PalPark the Regis. You could catch the Regis in Platinum, but only if you had an event Regigigas, so it doesn't count. So you basically said that Gen VI, the easiest Generation to complete the National Dex (and, unfortunately, the easiest Generation in general due to all the gift Pokemon and the broken Exp. Share) has no National Dex.
