A legitimate gay couple should be allowed to raise children. They should be held to the exact same standards as heterosexual parents, which means they should be thoroughly scrutinized and investigated if the children they raise shows signs of abuse. I think encouraging alternate sexual lifestyles at an early age should definitely be considered child abuse under the law, considering its likely damaging effects on the child.
The negative points you bring up, especially the story in the pic you've posted, are all horrible things, but they're sort of "growing pains" as homosexuality settles in to something of a norm in society. That is to say, the more normal homosexuality becomes in society, the less degeneracy we'll see from homosexuals, as there won't be a need to gather into "communities" where they can breed bad ideas freely without societal standards to temper them.
If you keep pushing them back to the fringe, then the problem is only going to get worse. They'll become more twisted, more degenerate, because they have only themselves to talk to, to bounce ideas off of, to even try to exercise their duty to say "no" when it goes too far.
Because as it turns out, degeneracy breeds where society blindly looks away.
