For a Pokemon, this is probably much easier than it is for humans, as normally its fairly difficult to see any visual differences or even vocal difference in a Pokemon that don't have noticeable sexual dimorphic traits. In the case of Dragonite, they don't have any immediate visual differences between their sexes. So despite the fact that the Dragonite was born biologically male, it can freely identify as female and no one would notice.
