Speaking as someone who plays collectible fard games competitively (Magic mostly) a lot of the value in cards comes from their playability. That's not to say that a viable card can't be cheap and a competitively worthless card can't be a rare commodity, but whether or not a card is playable is definitely weighted heavily in the value.
That being said, the original base set Charizard really isn't that rare considering the millions of packs opened and all of the hype surrounding it and it's really not even a very usable card. Even if it was a super good card it wouldn't make any difference, anyway, because modern Pokemon TCG tournaments don't allow the old cards to be used and there's no demand for it. Base set Charizard is a really nice thing to have if you love pokemon and collect the merchandise anyway but it's not going to pay college tuition or anything.
