for me i always understood it as the manner of which they can attack and defend. They use magic attacks, but the reason for the effectiveness is not inheritly based on types but the nature of the attack. Ground type attacks cant hit flying types not becuase the power matches or some bullshit but because the flying type can stay ungrounded. Then in my head fire pokemon are weak to water, not becuase their magical energy is damaged but becuase their major way of attacking and defending is doused.
