A bulky water is important for gym defense to prevent a maxed out shadow metagross from mindlessly tapping away. Its slightly slower than swapping to main counters / fighting types, but its the most mindless way, because none of the core defenders can remotely threaten it, and you never have to worry about dodging or selecting multiple pokemon
Gyarados theoretically works as a way to cuck both Metagross and Fighting... assuming your opponent never gave their fighting types 2 moves. Both Machamp and Terrakion can immediately delete a Gyarados with double Rock Slide.
Typically, if you really want a Water that stops both fighting and metagross, the Slowdudes work better. They get crushed by Shadow Mewtwo with Psystrike/Shadow Ball (the typically 3rd in line for gym offense), but can at least force the 3rd in line to come out, since at best Lucario can answer to them for the fightings, but he's not particularly good at it
Another reason why Togekiss or Drifblim are shitty defenders despite what old strats might tell you. Does nothing to hinder a 2 moveset fighting type or shadow metagross.
