Balanced its stats in line with what GF was going for. Wailord has bad defenses because it's supposed to be like a zeppelin, so I wouldn't touch them. 80 Speed still isn't fast but that would let it outspeed something like Zeraora with a Choice Scarf, giving more opportunities to fire off Water Spout at full health in whatever tier he's in. I want it to at least secure an offensive niche (e.g. hitting hard in rain) considering it's currently only good for PP stall.
Considering it has Water Veil and some nice physical options already, I would add Icicle Crash to its movepool (maybe U-Turn, but that wouldn't make much sense for a big whale). If it can only feasibly run a Choice set, I would at least give it the flexibility of running either a Special set with powerful Water Spouts or an alternative Physical set.
