Over the years with Pikachu's design changing they made its body less fat and its head looks more like a separate entity rather than merged with the rest of its body. That makes it stands out more the head looks larger compared to its body. Earlier Pokemon had a bit more realistic proportions while newer designs on average, have larger heads especially on unevolved Pokemon to make the Pokemon seem smaller/cuter.
