They also never told what where the consequences in case of anyone escaping. It could be pretty dark for all we know.
Still, the hostages must stay becuase of the sacred pokemon battle rule. They lost, so they must obey the criminals. In turn, the criminal leaves if they are defeated in a pokemon battle by you.
So, it got me thinking... Was there ANY crimes to begin with? If ANYTHING is decided by pokemon battles, no matter what it is. it mean it's the Law. So, EVERYONE obay the Law. Even the "criminals".
