For additional Incarnate guys, a motif of the three canonical Archangels Michael, Gabriel, and Raphael are buff flying guys, so maybe replace the clouds for wings and give them cloth. Not sure if that is allowed though. Although it isn't canon, Samael would be interesting since "poison of God" means a rare type for legendary Pokémon.
On the Therian side, the Four Perils seem like a natural fit. I guess they would be Dark instead of Flying.
