One major problem when it comes to making environments for S/S is that 80% of the assets aren't reusable. At most some rocks and trees can be copy-pasted but none of the towns have the same architecture, the routes have to cover a fuckload of biomes, areas are built with a much more organic flow in mind rather than drag and drop or procedural terrains, etc. And there's a LOT of that variation. 8+ towns/cities with unique feels, plus however many unique areas between them are needed. And of course you then got all the fucking interiors which do have a bit more recyclability but also can get super dense with later dungeon areas and larger building structures. Oh and throw in battle arenas for each area, which have gotten more and more detailed as the games have gone on, with the ones now practically having whole microcosms of their route/town/room.
And all this shit for building the environments, which are only half of what goes into the modeling and design tasks of the game. Skyrim had character design EASY compared to something like Pokemon which has a FUCKLOAD of characters they have to make. Enough NPCs to make things just diverse enough on top of all the new Pokemon and the troubles those bring along.
Despite people meming about it, making a game, especially a JRPG of this scale, IS hard
And they're forced to do it in pretty much a 2 year timeframe. They took 3 years on this, but they stated that the first year was for "Concepting" while they've got about 2 years of production. That's a ridiculously small development window for something like this

Problem there is that GF is run by old retards that thought it was a good idea to split their team's focus on a new IP with completely different assets to make instead of hiring more people for this game like they did XY
