Most likely small to medium-sized fish or other aquatic creatures, particularly those found in the lakes they inhabit. Wooper line, Psyduck line, Poliwag line, Tympole line and the smaller fish like Wishiwashi and Basculin come to mind. Given its size I can't imagine anything other than Gyarados or Feraligatr are above it on the lake food chain.
