ORAS introduced more Megas not in X and Y. USUM introduced more Z-Moves not in Sun and Moon. It makes sense that we'd get more.
As for how many, I dunno. I think the OG Kalos trio and potentially Yveltal and Xerneas will get them, so that's 5 new right there.
After that, who knows. You got to balance out normal cross-gen evolutions, regional forms and their evolutions, look-alike Pokemon, etc.
Think PLA gave us about 26? new forms and evolutions. So I could see 5-10 max new Megas. Maybe 9 if they're all dual-types with no repeats.
