The Electrodes or Voltorbs (not sure what I activated) are Dragonites. At Cinnabar Island after clearing Silph and beating Sabrina (Water gym). Debating which fossil to revive, the Old Amber or the Helix fossil. First response decides, unless i get through Pokemon Mansion first.
