Personally, I believe Pokemon must have a rather alien method of speech compared to how humans talk. That explains how all species of Pokemon can talk to each other without issue, and also understand humans perfectly even if they've never met a human before, but humans are unable to understand them in return.
My headcanon is that Pokemon make random animalistic noises when they talk (not the idiotic "saying their name" crap the anime does), but they can instinctively understand the intent and meaning behind said gibberish noises, letting them communicate. They also understand the intent behind human speech. Sorta like a low-level telepathy.
Meanwhile, humans don't have that ability naturally, but they can learn it. It's extremely difficult for most people, though, so only a few can pull it off, which is why we almost never see humans who can talk with Pokemon. On that topic, I once tried writing some stuff with a character who could understand Pokemon speech, and I made it so that even with training, he could only get the gist of what the Pokemon were saying--not full sentences or anything.
Now, as for the way that Pokemon-speak would sound to those rare humans who can understand it: I like your idea of a less-eloquent type of speech. Since they don't seem to have a proper language with specific words for anything, and they live simpler lives than humans do, I imagine it would sound pretty simplistic compared to regular human speech. However, in a story with only Pokemon, there isn't really a need to distinguish between human speech and Pokemon speech, so it would probably be better to write the Pokemon's lines in proper English to avoid annoying the reader.
