Again I'm thinking from the perspective of a businessman and what makes sense in terms of availability while maintaining exclusivity, as that seems to be how starter distribution has always worked in newer gens.This leaves Hoenn and the remaining Johto, Unova, and Alola starters for inclusion. From there, Snivy and Torchic seem to be safe picks. I put an asterisk next to Sinnoh starters, as Piplup is an obvious pick for Water type despite it already being in BDSP. Considering this is all my personal schizo headcanon fanfic as to how they decide starters, I'm willing to bet they won't care that much and would be willing to slot in Piplup anyway.
