Magnemite is the embodiment of magnetism, the element that draws things together. Its evo being 3 of it having been drawn together from magnetism, which is exactly the core of its design, is a natural progression/evolution.
Another thing that really puts Magneton's design into reconsideration from "lazy design" or whatnot is that in Gen 1's internal data, you can see that Magneton was the original design, Magnemite was created much later down the line after the concept of evo lines was added. Magnemite wasn't a thing when Magneton was conceptualized, so it simply cannot be seen from the angle of "it's literally just magnemite lazily copy-pasted" when criticising it. Try looking at it as a standalone and you might find a new appreciation for it.
