The Kanto gym leaders all have Pokemon in their 30's and 40's with Blue having his in the 50's. The random trainers in Kanto have Pokemon in their upper 20's and low 30's, which is appropriate. Are you really complaining that dumb bug catchers and bikers in Kanto don't have E4-leveled Pokemon? If you think you're supposed to grind in order to beat gym leaders, you need to get better at the game.

They were a reward for progressing through the game. Getting Houndour early on in the game would make it incredibly easy, since it could potentially shit all over half of the Johto gym leaders and E4 with just Ember and Bite initially at its disposal.

Weren't you just complaining that too many good Gen 2 Pokemon were in Kanto? That kind of precludes them from being Johto Pokemon. You are looking at GSC from the perspective of someone who started with RSE or later, which is telling.
