Meanwhile, FocasLens, having a small, active, and invested dev team working on the project for fun rather than profit, benefit from a far more cohesive company-wide vision for the game, a keen eye for balance due to their closeness to the project, and the ability to pool all of their resources into tangible in-game improvements. Due to the group's size, Hemo is also able to make adjustments to the game on an as-needed basis, pushing through balance changes effectively, quickly, and without unnecessary fanfare.
TPDP being far better balanced is backed up by the games themselves. Everyone in TPDP falls somewhere in the realm of UU/OU, Pokemon tier-wise, and only a handful of puppets are around RU-tier. Only 2-3 puppets even have higher than 10% usage, and they tend to have fairly prominent counters. Compare to Pokemon, where Smogon has almost doubled the amount of tiers in recent generations to accomodate for the absurd powercreep.
