Seeing that Ice and Ghost are your least populous types reminded me of something I made in an old Brokemon thread that you could rework if needed.
The ice part and the ghost part are actually two separate Pokemon that work together to survive. The ice part has a powerful cannon for attack but can’t move on it’s own, while the ghost part has no attack capabilities but can actually move. The ghost carries the ice around to hunt and they both benefit.
As of the second stage, the ghost part has moved inside the ice part’s body to power more complex movements and power up the cannons. The ice body is too flimsy to hold its own weight without the ghost, and the ghost gets a cozy home to live in as well as their combined battle power.
