Physical attackers have more access to the ability to boost their own power through things like Power Up Punch, Dragon Dance, Curse, Bulk Up, Belly Drum, Swords Dance etc. as well as Abilities like Strong Jaw, Iron Fist, Tough Claws, Moxie, etc., but also have more that can lower their power like Burns secondary effects, Intimidate, moves like Cotton Guard or abilities that increase Defense.
Conversely, Special attackers have less access to boost their own power - most of the equivalents to the above are incredibly uncommon (Quiver Dance, Nasty Plot, Tail Glow), less consistent (Charge Beam) or simply don't exist (Belly Drum), but they also have less to worry about that can fuck their damage output over - there is no Special Burn, there is no Special Intimidate etc.
They have different balancing elements because they work differently.
Physical is essentially high risk, high reward, while Special is more consistent.
