Limiting healing items means dragging out the game by having you backtrack to a pokemon center more often while limiting pokemon centers creates an issue with running out of PP to defeat foes even though you're fine on health. A run which is built on one of these rules from the ground up could be enjoyable, but I wouldn't just tack them on to a Nuzlocke.

I bet you've never gone through Rock Tunnel backwards to get to the Power Plant because you didn't have Cut, did you? I've sailed from Cinnabar to Fuschia and traveled through Mt. Moon multiple times because I lost the only pokemon I had capable of learning fly.
