It doesn't matter if you, personally, don't like one - somewhere in the playerbase, that Pokemon has its fans, and some may even consider it their favorite. I know at least one guy who adores Garbodor, as shocking as that may sound.
Let's assume that GameFreak decides to actually do this. How do you decide what gets the cut? You can't pick things you don't personally like, because then you're just being biased. You can't pick anything really popular, because they're popular. Even if you do it totally at random, you risk messing something up somehow, and you WILL alienate some of your players - more than you'd gain for entertaining this. Do you have any idea how pissed off people would get if they learned they weren't ever allowed to use a Pokemon they liked again because someone got the bright idea to just up and erase them? GameFreak would get swarmed in letters, not all of them pleasant.
