I start by saying that it's fine in standard, where there aren't Exeggcute or Sky Field.
To me the answer is yes, because it's exacly the kind of card that removes diversity:

>Versatile
>Easy to set up
If only the attack had costed [C][D] instead of [C][C] the card would have become a deck on its own, but wouldn't have been as stifling, but one can argue that the ability itself is too strong to be put on an already good beater.
