These type cups in general seem to be the dumbest thing Niantic has ever come up with; a type cup ideally is focused around a supportive type with heavy diversity of bulky Pokémon (like the Flying Cup), not types like electric and psychic where there are only 3 bulky Pokémon that can actually fight their own type.
