The effect doesn't linger if your opponent switches, evolves, or plays a card like Pokemon Ranger, all of which are really easy to do.

Slowking (Neo Genesis), which was translated incorrectly, letting its ability stack
Sneasel (Neo Genesis), which did too much damage for its format
____'s Pikachu, which was a joke card accidentally printed without the "cannot be used" text
Lysandre's Trump Card, whose effect of recycling your entire discard was deemed too strong
And pic related, which could be played multiple times a turn to bounce all of your opponent's Pokemon to win on the first turn
