Ask what the player gets out of a piece of content... And if a Fast Forward hotkey to hold would improve the experience and if skipping it entirely would improve it more.
If the answer is yes, you cut it from your game or you add NPCs/Items to make it skippable or irrelevant.
The easiest way to do this? Cheat items. Infinite rare candies, items that adjust natures, items that perfect EVs/IVs. A free Ditto with perfect IVs and the item to pass those down.
Or just edit the decomp to remove the effect EVs and IVs and Natures have on Stats.
The harder way to do this? Add menus to do the exact same shit. Or add NPCs who do it and put them in every Pokemon Center.
If a game doesn't include Infinite Use TMs you have to think long and hard about who to give that TM to.
If a game doesn't remove the need to teach your Pokemon HM Moves you carry a shitty HM Slave or two.
If you don't make HMs removeable without the need for a Move Deleter all you do is force players to backtrack to that Move Deleter when the HMs are no longer needed.
Grinding for infinite EXP/Money/Heart Scales isn't interesting.
Making me grind on lv20 wild Pokemon to fight trainers with level 40 Pokemon isn't "quality gameplay", grind is tedium and if the relief from the end of tedium feels like a meaningful accomplishment to you, you're gay.

Backtracking and slowdown isn't "Gameplay" and if you think it is, hardcode your game to run at 0.25x speed with slow text impossible to speed up, and watch NOBODY play it.
