Look at how for the Paradoxes all Pokemon except for Jigglypuff (who gets a pass for being a mascot) have Pardoxes of their final forms except for Mismagius and Magnezone. There's no reason for that except to intentionally avoid giving new forms to Sinnoh Pokemon
