He will have trouble with Sand, Hail, priority moves, normals and bulky steel types, and more, but that's where your teammates come in. You need to build a team with only these moves and nothing else.
So, for example, if you have a problem with a certain Pokemon, you can trick a Sticky Barb on to it to slowly kill it. Or, you can try your luck with Metronome, send out an Imposter Ditto, etc.
Politoed and Ninetales can be used against Sand and Hail, but Politoed activates rain dish and dry skin. He does have Metronome and a few other nice moves for the job, though.
