That's it, if you genuinely think Gamefreak is just passionless or if they only threw a couple more million dollars at development everything would be fine you're delusional. HD game development simply takes way more time than what they're given especially when you're dealing with games as large in scale as Pokemon with potentially thousands of distinct character models and animations with the scope only growing every year. Breath of the Wild took 6 years to make, Mario Odyssey 5, and neither of those games had anywhere near what Sword and Shield has in terms of models.
Why do you think Legends is the best looking game and overall by far the most polished experience Gamefreak has made pretty much ever? Because it's also the most limited in scope of the entire 3D era, they actually had time to go in and touch up everything, including adding new features to the models like real mouths and actually being able to make a decent-looking environment for once instead of having to focus all their effort solely on just getting the Pokemon to look right. It's either each new game has a dex of 300 or less or we switch to 5 year dev cycles if you want decently polished games, but we all know the latter will never happen since the entire media franchise is riding on GF churning out new games yearly and new generations every three.
