PLA only had 242 Pokémon, so either a Legends Celebi would need to include a LOT of new Pokémon, or they can go the easy and smart way of combining the two regions into one game. Plus, if we get more Legends games, there’s no way they aren’t doing Kanto at some point. It would be redundant to catch all 151 Kanto Pokémon in one game, and then do it all over again in a Johto one.
