Since the Briar scene seems to imply the anime is post-game or at least adjacent to that...The Briar scene, plus the fact that Penny is already working for the league, plus the fact that Penny, Arven and Nemona are standing next to each other when before the game they'd likely never have a single reason to meet one another... It seems fairly clear to me.
Although, funnily enough, it does feel like they've also sort of ruined Carmine's epiphany at the end of Teal Mask...
