The Reason why I claim "The Combine IS LE THE MOST POWERFUL EMPIRE EVAR!!1!!11!11!!! is not a powerfantasy. But Simply because they literally are the only "Multiversal" Empire I have ever heard of. (The only other one I can think of is the "Non-Canon" Multiversal SCP Foundation Tales.) It's just on such a ridicolously large scale that all non-martial unprepared individual Universes stand absolutely no chance due to overwhelming odds... In the context of Pokemon only in a Multiversal scenario like

>>38569400Your Half Right. In some "Pokeverses" Legendaries are literally everywhere and are dumbed down (Ashime). In others they are truely stuff of Legends and posses Immense power... Either the Combine needs to not experaince bad luck in their choice of Universe. Or they need to have the capilbility to Rationally Research Anomalies like the SCP Foundation does (Which nobody knows if they do that In-Canon...) So nobody truly knows how that will turn out...
