Because rowlett and litten are exactly up to scale, rowlett is just a bit shorter than litten and because popplio is just a bit bigger when he has the same height than litten, and he's standing up so it does fits the regular height.
And even if it is the torso then it would also be kinda wrong, because then you would have to make the model really small compared to the litten to fit it in there, and it has stubby legs so the pokeball would be hitting its upper chest/neck like you showed right here
