Phos doesn't believe in killing (or using Pokemon to attack people), while Franco believes he's the hero of the story doing what he has to in order to fix his homeland. If Phos killed Franco, she'd never be able to prove that she's right, and vice versa.
Phos fell in love with the charming and passionate man she first met and still holds onto those feelings, and Franco came to admire her after grudgingly acknowledging she's too adamant to ever give up. Sometimes, the two of them recognize that they're at a stalemate and decide to just bow out with dignity by going on a date instead of continuing to fight a doomed battle. In those quiet moments, it's a nice break from all the stress in their lives to just pretend to be a power couple for a few hours
and the intense hate-fucking has turned them both into hopeless addicts.
