It it literally just a slightly better Metagross, and Metagross is absolutely on no radar for OU. Like just imagine Metagross with slightly more Speed, slighty more power, and slightly bulkier, with Flare Blitz, Knock Off, Close Combat, Morning Sun, and Teleport. That is also at the cost of Hone Claws, Meteor Mash’s Atk buff, Body Press, Ice Punch, Stealth Rock, Bullet Punch, and Explosion.
Solgaleo isn’t even that much stronger than Zamazenta-C with Choice Band.

That is also assuming Solgaleo has CB, or that it wasn’t Knocked Off, something Zama resists and ignores its effect. Solgaleo is also so much frailer and slower than Zama-C. People only say it shouldn’t drop because it’s movepool is better and can hold, but it’s not like in practice it would be any more broken than Zama-C. At least offensive teams can actually deal with it thanks to how slow it is and having a worse defensive typing.
